  29. Unless you are speaking for Stuart, or are an employee of NewTek, I don't
  30. think this type of interpretation is appropriate.  Stuart did not, by word
  31. or deed, indicate that anything was "initially" being done by a third
  32. party developer, or would be treated as such.
